The Hutt Cartels, also known as the Hutts or the Hutt Empire, are a powerful crime-driven mafia government run by the Hutt Clans out of Hutt Space in the Outer Rim Territories. The Hutts are the newest faction to come to Thrawn's Revenge. In Thrawn's Revenge, the Hutts are a very unique faction in their tactical level gameplay as well as on the galactic stage.

On the galactic level, the Hutts are unique in that they are the only playable faction that cannot build Tax Agencies to double base income on their own planets, instead being able to build Cantinas on their worlds which allow them to recruit smugglers, which they can deploy on enemy worlds to siphon 20% of that world's base income to the Hutts, up to a maximum of five smugglers deployed on a world to siphon 100% of that world's base income to the Hutts. This allows the Hutts to "build tall" by increasing their weekly income without needed to expand their territory. The Hutts also have access to their unique "Bootana Hutta" mechanic, where they can deploy ships on their worlds to Bootana Hutta, the Garden of the Hutts, and for a small fee in space tactical battles, they can call these ships in as additional garrison forces to defend their worlds. These factors together make the Hutts a faction built perfectly for turtle-type strategies of slow growth and expansion with a focus on defense.

Government Mechanics[]

Bootana Hutta[]

In Star Wars lore, the Hutts were known to keep large armadas of ships in the region of Hutt Space known as Bootana Hutta, or the Garden of the Hutts, from which they would be called forth to defend valuable Hutt worlds. Using the political options menu on the galactic level, ships may be sent to Bootana Hutta. In space tactical defensive battles, ships in Bootana Hutta may be called to assist from the Hutt shipyards. Ships that are capable of being sent to Bootana Hutta will list so in their capabilities. While the ships cost credits to send into or call out of Bootana Hutta, the Hutts do not pay upkeep on them while they are in the reserve pool.

If a Bootana Hutta ship survives the tactical battle, they will reappear on the galactic level above that planet. This means that any defensive battle, with a little economic investment, can be turned around into a victory. However, the Hutts are spending a premium on these ships when they deploy a ship to Bootana Hutta and when they recall them from Bootana Hutta to aid in one of their world's defenses. The ships take time to deploy in addition to their cost, and they appear on the opposite side of the map, so calling in ships from Bootana Hutta needs to be a strategic and thought out endeavor. Calling in too many ships of too great power can also encourage the enemy fleet to retreat, saving the Hutt planet but netting them no real gains if no enemy ships were destroyed, despite the Hutts credit investment in the Bootana Hutta ships. Ideally, the Hutts will want to bring in just enough ships to win, but not so many that they scare the enemy off, or have an Interdictor Unit stationed above a planet to prevent the enemy from retreating once the Bootana Hutta forces are called in.

Rebuilding the Hutt Empire[]

As galactic tensions rise, the Hutts see the need to rebuild their ancient military capabilities. New ship designs and heroes will unlock as mobilization points increase, with the final reward at 500. Points increase via missions and by sending ships to Bootana Hutta. Each ship sent to Bootana Hutta will contribute mobilization points equal to its population value.

Bounty Hunters[]

The Hutt Cartels can hire a bounty hunter from the available pool of bounty hunters, as can every Imperial faction and the Corporate Sector. This allows them to add an additional hero to their roster, though they can only have one bounty hunter hired at a time. The bounty hunter selected is chosen at random from those available on the list, not counting bounty hunters hired by other factions or ones that are already dead.

Pirates[]

As the masters of the criminal underworld, the Hutts frequently contracted the service of pirate groups. In place of shipyards, the Hutt Cartels can optionally build Pirate Bases in orbit of any world it controls, enabling construction of special pirate units for the Hutts to use, as well the ability to hire Pirate Heroes and Fleets on worlds with a Pirate Base from the Political Options menu.

The Hutts of the Gorensla kajidic are widely recognized as the preeminent black marketeers of the galaxy, and none more so than the clan leader Bossato. She is ruthlessly profit focused, able to squeeze every credit from a venture, happy to sell to both sides of a conflict, and willing to forgive almost any transgression except losing money. Failures from Gorensla members might mean they are expelled from the clan, but Bossato will often mete out more permanent punishments for outsiders who have caused her problems.

Plakot runs many day to day operations of Clan Qunaalac while Marlo handles council matters. Her duties range from politicking to making sure the clan's numerous production lines run smoothly to produce everything from counterfeits to warships.

Zorba Desilijic Tiure was a Hutt crime lord and the leader of the Desilijic kajidic. One of few Hutts to possess hair - as a result of a genetic throwback - Zorba was the brother of Jiliac, Ebor, Ziro, and Pazda, father of Jabba Desilijic Tiure, and grandfather of Rotta, Gorga and Grubba Desilijic Aarrpo. Zorba was an inept leader of Desilijic, and he had few supporters in his clan due to his outlandish schemes and financial mismanagement. During the Separatist Crisis, he was apprehended by law enforcement and sentenced to prison on the planet Kip. Jiliac took over as Desilijic leader and Jabba inherited much of Zorba's holdings.

Popara was the owner of a vast portfolio of mostly legitimate businesses including Skydove Freight. He was a careful and untrusting tycoon who used a trio of Force sensitive slaves to understand his associates' intentions.
Borvo

A young Borvo found Naboo to be the perfect location to establish an extensive weapon and spice smuggling operation under the cover of the Nal Raka sporting rifle company. He tried to use the chaos of the Trade Federation invasion to his advantage, but was forced off the planet by Lieutenant Gavyn Sykes after his intentions were revealed. Naboo was a convient base for Borvo's operations on nearby planets and he eventually returned, though carefully watched by Sykes.

Reshul was a Shell Hutt of some repute, a small and somewhat reclusive clan of Hutts famous for living in armored repulsor shells.

Troonol was the commander of a Qunaalac task force that patrolled Bootana Hutta and the area surrounding it. Troonol was as much a negotiator as a commander, constantly making agreements with other Qunaalac lords.
Quaffug the Hutt

Quaffug was a Hutt who lived an extravagant life funded by the Ceramo-Werx complex until he lost it to Lando Calrissian in a sabacc match. Quaffug rebuilt his enterprises by exploiting the Jokhalli of Blimph's third moon, but never forgave Calrissian and attempted to execute the gambler during a Rebel negotiation. Calrissian gained the upper hand and saved Quaffug's life from the Jokhalli in exchange for a position in the Hutt Guardsmen's Guild.
Otto

A renegade Imperial General, Otto earned his rank from political connections and friendships with Admiral Motti. Repeated defeats and rumors of spice addiction saw Otto reassigned to Lok where Motti hoped his friend would keep a low profile. Out of wanderlust Otto would abandon his post, taking an AT-ST Walker to participate in Jabba the Hutt's demolition games in hopes to gain the money needed to retire to Cloud City. His obese and bumbling nature is matched only by his insane zealotry to the Emperor, granting him startling capability in combat.
Ganis

Ganis was one of the many Hutts in charge of a criminal empire. His rivalry with fellow crimelord Nawnam culminated in a failed attempt to kill Ganis and take over his organization and Ganis putting a price on Nawnam's head.
Tagoonta

Tagoonta was a Shell Hutt who led a modest criminal network. After troubles arose in Hutt Space, he fled to the far side of the galaxy to a transfer station in the unassuming Murk system.
Tobba

A socialite of legendary excess, Tobba has been known to invite strangers down to visiting dockworkers to lavish parties his ship. Banquets, shooting displays and more take place at these events, but the highlight is the Krayt dragons kept below decks being fed former business associates.
Mika Anjiliac Chiera

Mika was the younger son of Popara who lived a hidden and frustrated life of a Hutt who could touch the Force but with no one to train him. He rejected his father's focus on legitimate business and created a modified strain of Glitterstim and an underground network to distribute it. With his new "Tempest" spice Mika was able to ensnare a Jedi and enthusiastically began learning the ways of the Force and the lightsaber.
Riboga

Riboga established himself as the crime lord in the Cularin system several decades before the outbreak of the Clone Wars, supervising a number of unsavory practices including a slaving ring and a spice mining operation on Kemix he built a huge warship to guard. He left due to the alleged unprofitability of the remote system, though in truth he was the victim of an embezzling majordomo who took over the operation and abolished the slave trade.
Ulal

Ulal was the commander of a task force charged with patrolling the space around Varl. Unlike many Hutts, he relished the time spent commanding a warship and spent some five hundred years becoming extremely proficient at doing so.

Economy[]

The Hutts differ from most other factions economically in Thrawn's Revenge. Like all factions, the Hutts can build Trade Ports which increase in value based on the number of connected friendly planets and Mining Facilities on worlds designated as mining worlds to bring in additional income. However, most of the Hutt Cartel's per cycle/income will come from a life of crime. Hutts are the masters of the Underworld in the Star Wars galaxy, so rather than getting most of their income from their own worlds being taxes more via Tax Agencies, they steal planetary income from other factions. The Hutts get the total base value income of all of their owned planets, but they cannot build Tax Agencies. Instead, they build Cantinas. These don't bring in income directly, but they allow the Hutts to build Smugglers and increase the total number of smugglers the Hutts can build and deploy. These Smugglers can be deployed over enemy planets which happens by placing them in one of the planet's space slots and waiting for the next cycle to change, at which point they will be absorbed.

Once a Smuggler is deployed on a planet, it will grant the Hutts 20% of the planet's base income every cycle. Up to five Smugglers can be deployed on a planet at any time, meaning that with a full five smugglers deployed on a planet, the Hutts can obtain the full base income of a planet. All of this occurs without the Hutts owning the planet, as they cannot smuggle income from their own planets. As such, the Hutts should prioritize planets with high base income when it comes to choosing what planets to deploy smugglers on, such as Coruscant, Denon, Mon Calamari, or Sullust, as smuggling from planets with 0 base credit income will not net the Hutts any extra credits. While five Smugglers can be deployed on a planet, only one smuggler is deployed at a time every cycle, so it will take five full cycles for five smugglers over a planet to be deployed. To achieve fastest income earning results, it is advisable to deploy smugglers between a few different planets, rather than piling smugglers over just one planet at a time.

The total number of smugglers that can be deployed is limited by the number of cantinas the Hutt Cartels have, as every Cantina grants the Hutts a smuggler deployment limit increase of 10. All of this information, such as the current Smuggler Deployment Limit and how many Smugglers are deployed to which planets, can be tracked from the Government Overview tab, accessed with the gold Senate icon on the bottom left corner of the screen. The only way other factions can currently reduce the Hutts Smuggler Network on a given planet is through that planet being conquered, which drops the Smuggler Network slightly, which for the Hutts may mean they should prioritize worlds away from active front lines.

With this unique economic system allowing the Hutts to expand their income without expanding their territory in most situations, this allows the Hutt Cartels to build "tall" rather than "wide" so to speak, giving them a high economy to invest into their own planets before expanding. This helps make a very defensive oriented faction, in addition to their Bootana Hutta government mechanic.

Navy[]

In space, the Hutt Navy tends to feature ships that have thicker hulls and weaker shields, making them pretty bulky overall and adding a fair amount of survivability to their hardpoints. They also have a high level of availability to physical munitions, such as Assault Concussion Missile Launchers, allowing them to take down enemy targets at range before taking them on directly, also allowing them to do a lot of up-front damage very quickly, though this does mean that the Hutts need to be able to withstand enemy attacks between waves of missiles, and if they take down a Hutt vessel's munition launchers, then they are going to be put at a strategic disadvantage.

The Hutts are typically going to want a heavier ship to take the center stage of their fleet, such as the Voracious Carrier, a large ringed carrier that won't put out much damage on its own, but can soak up a large amount of damage and provide the Hutt forces with a large amount of starfighters, which is advantageous in its own right as several Hutt vessels lack fighters. The Dor'bulla Warship is the largest standard warship in the Hutt fleet, but are more expensive, which is a factor to consider when picking a centerpiece to the Hutt fleet. Even when a fleet carries a Dor'bulla into battle, a Voracious may warrant being a part of the fleet composition for its large fighter base. The mainline capital ship of the Hutt fleet is the Vontor Destroyer, which fits easily into most Hutt fleet compositions, with the Karabos Destroyer also fitting well into many Hutt fleets.

Warlord Heavy Cruiser The Warlord Heavy Cruiser is a small anti-fighter corvette employed by a variety of criminal groups throughout the Galactic Civil War, including the Black Sun and Hutt Kajidics. The Void Wings and Hidden Daggers flew these alongside Rihkxyrks and Dunelizard fighters.
Raka Freighter Tender A freighter modified to support the operations of starfighters. This model has been used by a number of Hutts, notably by Borvo for his operations in the Naboo system.
Heavy Minstrel Space Yacht A heavier configuration of the Minstrel-class vessel, equipped with weapons suited for engaging other capital ships. Sees use as a flying fortress or personal luxury vessel by individual Hutts. While well-protected for the size, it is somewhat slow.
Ubrikkian Frigate A small corvette designed by Ubrikkian Industries which was most commonly armed with lots of quad laser turrets along with a small cargo bay. This was an extremely popular design in Hutt service as a screening and escort vessel to fend off any pirate raids on their interests. However it is essentially just a slightly faster version of the Lancer Frigate used by the Galactic Empire.
Kaloth Battlecruiser Light warship easily recognized for its distinctive mandibles and a longstanding service history by pirates, slavers, corporate thugs, and other fringe groups. Considered a battlecruiser by the species that originally designed it, the Kaloth is functionally a light frigate by galactic standards.
Juvard Frigate Multirole Hutt escort frigate easily recognizable by its forward radiator sail. Provides decent support fire against most target types, similar to Kuati escort frigate lines. Dated design and odd hull form limit structural durability compared to other Hutt-designed vessels.
Boarding Shuttle An assault transport loaded with marines for the capture of enemy ships. Unlocks with 20 Hutt Underworld Support
Star Galleon Frigate Armed cargo/escort hybrid vessel developed from the older Galleon design in response to Imperial freighters being stolen or destroyed by rebel cells. Serves as an able support vessel for fleet actions with weaponry suited to fending off ships of similar size.
Super Transport VII Interdictor A version of the KDY Super Transport VII refitted with a single gravity well generator in its cavernous holds to create a makeshift interdictor. Such an expensive investment also warranted the addition of lasers for self defense so it was not entirely helpless.
Barabbula Frigate Venerable Hutt frigate introduced centuries before the Clone Wars. Represents a fairly typical modern Hutt military design, with a tough hull and slew of turbolasers and anti-ship missiles. Best used to engage similar sized or larger vessels en-masse, or draw fire in smaller engagements.
Kossak Frigate A well-rounded light escort frigate commissioned by the Hutts to deal with pirates and inter-Kajidic rivalries. It bears the glorious name of Kossak the Hutt, Devourer of Despots, who defeated the infamous Xim before the Republic was formed.
Tarrada Frigate A smaller Hutt frigate used mainly as an escort for larger vessels or as a routine patrol vessel on its own. The Tarrada's extensive weaponry allows it to fill in for a variety of combat roles against fighters or larger ships. In a fit of designer vanity, the Tarrada's sail fins are placed at a distance in front of the vessel, to give the impression it is larger than it really is. Ubrikkian Cruiser One of the uncountable examples of licensed for production models of the venerable Dreadnaught-class cruiser, this Ubrikkian vessel has similar capabilities to the military models surrounding it, maintained over its service life. Tempest Cruiser An unusual combat cruiser design secretly developed by a fringe Hutt. While durable and flexible, the overall firepower was considered weak when compared to purely military contemporaries. Capable of trading fire with most target types while contributing a respectable amount of smallcraft to the fight as a result of its impressive cargo space. Requires Tempest Cruiser Research
Szajin Cruiser A departure from its contemporaries developed long before the Clone Wars, the Szajin relies on heavier shielding than usual to protect it while it closes in to use a large array of short range energy weapons.
Karagga Destroyer A medium scale example of an old Hutt design philosophy, the Karagga protects numerous turbolaser batteries and missile launchers with heavy armored plating. Though somewhat dated, the Karagga remains a capable vessel.
Chelandion Cruiser Equal parts elegant and foreboding, the Chelandion is a modern warship designed to enforce the might of the Hutt clans across their space, and perhaps beyond. Dor'bulla Warship One of the rarest and most impressive warships used by the Hutts, the Dor'bulla is a massive symbol of their might. Intended to fight off the increasingly common corporate and government battlecruisers developed at the end of the Galactic Republic's reign. It can take a staggering amount of punishment even for the size.
Darksaber The Darksaber Battlestation was designed by Bevel Lemelisk for the ambitious crimelord Durga the Hutt to replicate the destructive power of the Death Star in a cheap hull. The result is a weapon which can deal enormous destructive power in singular bursts but suffers from technical issues, and a lack of defensive weapons. Unlocks with 100 Hutt Underworld Support

IPV-1 Gunboat A configuration of the common IPV-1 corvette favored by pirates and other underworld groups for harassing shipping or guarding their havens. Turbolasers and torpedoes replace the point-defense weapons on the screening configuration. It can handle most corvette threats or contest larger ships when grouped.
Marauder Missile Cruiser A refit of the Marauder-class corvette made by the Rebel Alliance after purchasing stolen Corporate Sector Marauders from smugglers. The base Marauder's laser cannons were removed and its engines downsized to accommodate concussion missile pods, in hopes to make an equivalent to the Empire's Broadside Cruiser. The result allows this Marauder variant to provide devastating missile barrages to vulnerable ships at the expense of speed and maneuverability.
PDF Dreadnaught Heavy Cruiser A crew-intensive but durable cruiser designed many decades before the Clone Wars. This is an older variant, more suited to picket duty than combat with modern warships.
Refurbished Venator Star Destroyer Common Venator-class refurbishment employed by a variety of groups, such as criminal organizations and small Hutt clans. Availability spikes as Clone Wars surplus is sold to local forces and groups or picked up at mothballs. Consists mostly of weapon modifications intended to aid in support of other capital ships and for piracy operations. Has a hard time killing other capital-scale vessels on its own.

Z-95 Headhunter An extremely common and dated fighter in significant use throughout the galaxy. The current series is based on the Mark 2 which replaced the older Mark 1 interceptor and overhauled the design again. This model is armed with the standard laser cannons and missiles.

Cloakshape Fighter Dated but modular fighter design commonly updated to compete with modern craft. This specific edition sports concussion missiles, and has significantly improved flight performance thanks to an upgraded power plant and engine system.

M12-L Kimogila Heavy Fighter A made-to-order update of an older design used during the Ithulian War, the Kimogila serves as a bomber for the fleets of the Hutts and a variety of mercenary and pirate groups. While lacking somewhat in flight performance, the rugged frame and respectable weapon loadouts are considered to outweigh that downside when it comes to providing wanton slaughter on civilian targets or attack runs in fleet combat.

Scurrg H-6 Bomber Heavy bomber created by the Nubian Design Collective who hoped to sell the design to Outer Rim Planetary Defense Forces. Very well armed and capable, but with a large price tag that reduced popularity among legal interests. Such interests resulted in the common addition of the topside turret compared to the original design.

Y-wing Bomber A medium bomber design with a design history started in the Clone Wars. The current S3 model was developed to improve on the B and S1 models that served in the war and saw service into the New Republic. It is best used to attack larger enemy vessels with ion cannons and munitions.

Army[]

On the ground, the Hutts function militarily somewhat different than other factions. A lot of the Hutts work will be done by infantry, which include squads of Repeater and AV Missile armed Hutts, who are quite effective against both infantry and vehicles, who can also fully heal themselves due to their Bacta Pack trait. More conventional multi-species infantry make up their Guard platoons, although at lower stats per troop. It is advisable to have a good mix of these two types of infantry as well as some of the unique types of infantry that can come from their garrison on defensive battles, field bases on defensive or offensive battles, or rare starting forces or mission reward units. Supporting these infantry units from a distance with the Hutt M.A.L. Artillery is critical, and the Hutts have a few skiff units available to provide different types of transport or support, though these Skiffs and the different speeder bike units they possess should not be used as a frontline unit.

The Hutts possess two different kinds of Speeder Bikes, including one armed with disruptors which do a significant amount of damage to enemy infantry, as well as a variety of skiffs that can heal infantry, take out enemy infantry, take out vehicles or aircraft with different types of missile pods, but these skiffs are all very role-specific and should not be kept in lines of fire for very long. The Hutts will typically be holding ground with their infantry and their WLO-5 Speeder Tank, along with different types of airpower, so that once an engagement is finished, the Skiffs cane brought in to support, as they can put out a lot of damage but not take much in turn. The Hutts have a high degree of mobility on the ground, with high-speed skiffs and troop transports in the form of the Luxury Sail Barge being able to move infantry around quickly.

Armored Hutt Warrior Platoon Fully-armored Hutts serving as heavy infantry, often not considered real members of the species by their civilian or criminal leaning peers. The armor itself has a long history of designs and updated models, intended to boost the durability, strength, dexterity, and speed of its wearer while providing multiple built-in weapons. Capable of fights against nearly any target, but vulnerable to being overwhelmed when not surrounded by client soldier escorts.
Flare-S Swoop Company Developed from the outlawing of Podracing and the rise of swoop racing to replace it in the world of high-speed galactic sports, the Mobquet Flare-S quickly became the most popular bike on race circuits. Equipped with many features that gave it increased speed and mobility compared to other swoops, yet despite this it is incredibly more difficult to operate than a standard speeder bike. Beyond the races, the Flare-S was incredibly popular among swoop gangs, mercenaries, and bounty hunters, leading it to be frequently modified with a forward-mounted laser.
Airhook Company Airhooks are a class of extremely nimble speeders, perhaps best known for inspiring the Trade Federation STAP. The militarized version used by the Hutts carries a fearsome disruptor cannon, but offers little in the way of protection for its rider.

Capable of carrying a variety of gear to support friendly forces, but limited in its ability to defend itself from notable threats.
Modified Bantha-II Skiff Company A light-duty weaponized repulsorcraft. It was originally a civilian cargo utility vehicle but was often armed to suppress civilian populations by various groups, including the Empire, Rebel Cells, and assorted criminals. It is best kept away from enemy vehicles and used to fight infantry.
SuperHaul-II Skiff Company A large scale Ubrikkian cargo skiff that has exchanged storage space for a set of antivehicle warheads. What the resulting vehicle lacks in durability, it can make up for with numbers and excellent speed.
Anti-Air Skiff Company One of the innumerable skiff varieties used by Hutts, equipped with missiles to clear the skies of hostile aircraft.
AST-5 Armored Sentinel Transport Wing An aerial scouting vehicle popular with the Hutt Cartels. The AST-5 has two rotating laser cannons and an enclosed cockpit, and has the capability to place itself in an upright sentinel position. The interior of the aircraft also contained images of ships in outer space, and it is rumored skilled pilots could even take an AST-5 into a planet's exosphere or even space for a short time.

Luxury-class Sail Barge A large repulsorlift designed as a luxury vessel by Ubrikkian Industries, often favored by wealthy Hutts. Utilizing huge, retractable sails capable of catching winds for leisurely trips, the standard sail barge is intended as a civilian product able to transport large amounts of guests and lacking armor or weapons. Modifications intended to withstand assault increase its armor giving it competent durability, and mounted portable heavy blasters and a powerful deck gun allows it to ward off incursions on the barge's owner.
Pod Walker Company A part of the Republic experimental walker development leading up to the AT-ST. A third leg was added to improve stability while firing the main cannon. While never seeing much usage by the GAR, the design ended up being favored by underworld forces in need of an elevated gun platform.
WLO-5 Speeder Tank Company The Ubrikkian WLO-5 Speeder tank was a popular choice for pirates and other factions in the Outer Rim due to their cheap price and high mobility which the driver could utilize to evade some attacks although they lacked in firepower compared to the tanks in service with the major powers. The design was also noted to be extremely easy to modify and repair which further boosted its popularity in the less wealthy areas of the galaxy.
M.A.L. Company Open-market artillery platform produced by Merr-Sonn Munitions, popular amongst local and criminal groups and the occasional larger force. Has a complex folding turret able to handle multiple types of missile weaponry, along with shields and decent mobility. While dated, the platform saw a surge in popularity for criminal fighting during the Galactic Civil War.
Guardian 5e Personal Speeder Wing Exceptionally well protected airspeeder popular as a VIP transport. Though only modestly armed itself, it carries speeder bikes that can be deployed to supplement combat operations.
